Business logistics refers to the logistics service activities related to trade and import and export trade, such as wholesale, retail, accommodation, catering and resident services. Recently, nine departments including the Ministry of Commerce jointly issued the Special Action Plan for High-quality Development of Business Logistics (2021-2025), which has attracted wide attention from all sectors of society.
Identify 12 key tasks
The action plan proposes that by 2025, China will initially establish a modern business logistics system that is smooth and efficient, collaborative and sharing, standardized, intelligent and green, integrated and open, providing strong support for forming a strong domestic market and building a new development pattern.
According to the person in charge of the circulation and Development Department of the Ministry of Commerce, the action plan puts forward 12 key tasks, which can be divided into five aspects: that is, improve the business logistics network, strengthen the construction of business logistics network from urban and rural, regional, international and other dimensions, including optimizing the network layout, building urban and rural efficient distribution system, promoting the integration of regional business logistics, and building an international logistics network; Promote the application of technical standards, improve the standardization level of business logistics, promote the application of modern information technology, and consolidate the foundation of high-quality development of business logistics through standardization and information construction; Optimize the organizational mode, develop new business forms and models of business logistics, improve the management level of supply chain logistics, accelerate the development of cold chain logistics, improve the green logistics system, promote the innovation of business forms and models, and improve the organizational, professional and green level of business logistics; Improve the efficiency of international logistics, smooth the international logistics channels, promote the facilitation of cross-border customs clearance, constantly improve the efficiency of cross-border trade customs clearance, and give full play to the role of commercial logistics in connecting domestic and foreign markets; Cultivate market players, focus on cultivating trade logistics backbone enterprises, and constantly improve the core competitiveness of enterprises, brand influence and professional service level.

In recent years, Chinese enterprises have continued to make efforts in promoting the high-quality development of commercial logistics. The proposal of the action plan will further improve the quality and efficiency of business logistics services and promote the further reduction of logistics costs.
The Ministry of Commerce recently issued a notice on the replication and promotion of good experience and good practices and typical models of logistics standardization construction pointed out that to solidly promote the construction of logistics standardization, all places should continue to play a large role in the "small incision" of standard pallets, and work with relevant departments to increase the support of policies, funds, taxes and other aspects of logistics standardization construction, and effectively improve the utilization rate of standard pallets. Promote the use of standardized logistics turnover boxes (baskets), actively cultivate the circulation sharing market of pallets and turnover boxes (baskets), accelerate the development of new technologies and new models of logistics standardization, and promote the efficient connection of facilities and equipment, standards and specifications, and operation management of the whole process of the supply chain.
The Ministry of Commerce said that all localities should fully understand the significance of the construction of logistics standardization in the service construction of a new development pattern, fully implement the spirit of the Fifth Plenary Session of the 19th Central Committee of the Party, and deepen the construction of logistics standardization as an important measure to achieve high-quality development of commercial logistics and promote the construction of a modern circulation system. It will make positive contributions to the construction of a new development pattern with the domestic great cycle as the main body and the domestic and international double cycles promoting each other.
